Wisconsin should fully expand Medicaid under the Affordable Care Act.
Wisconsin's BadgerCare covers adults with incomes up to the federal poverty level but has not adopted the full expansion to 138% of that level. Full expansion would raise the federal share of costs for adults in the program.

Open BadgerCare enrollment to any household that wants it, using federal Medicaid matching funds to cover portions of cost.
I don't think that we need to reinvent the wheel. We already have the BadgerCare infrastructure that is already in place.
