A president should be able to send the National Guard into a state over its governor's objection.
Governors normally command their state's National Guard, but federal law lets a president take control of it in some situations. Since 2025, the use of that power to send troops into cities has been challenged in court.

He is also the lead Democratic sponsor on bipartisan legislation to protect Iowa National Guardsmen from being sent into active combat unless Congress has declared war and from being sent into another state without the permission of the governor of that state.
If we're going to put our great men and women in harm's way, we need to make sure that these conflicts have the approval of Congress.
