Colorado should ask voters to loosen the Taxpayer's Bill of Rights limits on state revenue.
The Taxpayer's Bill of Rights caps how much revenue the state can keep and refunds the rest to taxpayers. Loosening the cap would let the state keep and spend more of that revenue if voters approve.

As governor, I will treat TABOR not as a hurdle, but as a promise. I will oppose any effort, whether through amendments, statutes or budget maneuvers, that weakens voter approval for higher taxes.
