Arizona should set limits on groundwater pumping in rural areas that currently have none.
Most of rural Arizona has no state limits on how much groundwater can be pumped, unlike the state's major urban areas. This would create state rules to manage pumping in some of those rural basins.

No, I don't think it means we need more conservation laws, Biggs said. I think it means we need more understanding of the hydrology of it... I don't think you need new laws to do those two things.
