Arizona should scale back eligibility for its universal education savings accounts.
Since 2022, every Arizona K-12 student can get an education savings account to pay for private school or other education costs. Scaling it back would limit which students qualify, such as by income or prior public school enrollment.

If you were to actually incentivize charters and private schools to go into, let's say, economically disadvantaged or rural areas, which you can do, you provide the opportunity for more kids to have more choice in using ESAs, etc.
