Alabama should hold a statewide vote on creating a state lottery.
Alabama is one of a few states without a state lottery, and creating one requires a constitutional amendment approved by voters. The Legislature would have to pass a proposal before it could go on the ballot.

it's going to be up to the people. The Legislature has got to do it first, no matter what it is, and then, of course, the Alabama people in the referendum will have to vote on this.
